This will impose a heavy burden on the banks, when it becomes effective from the next financial year. It is not without reason that fears are already being expressed in various quarters about a possible shortfall in the profitability of the banks. At the same lime, given the advance notice RBI has thus served with regard to government guaranteed bank loans, it is only to be expected that banks will start shunning stales whose guaranteed loans have had defaults, thus tilting the scales even further against states at the lower rung of development.
