Leadership by the CAG


B P Mathur has raised vital issues of immense public importance in his article “Transparency in Appointing the CAG” (EPW, 28 October 2017). It is essential to formulate a fair and transparent system for the selection and appointment of professionally competent persons to lead the Indian Audit and Accounts Department (IA&AD). This is not a job that can be managed by persons who avoid taking unpleasant stands with the government. The Comptroller and Auditor General (CAG) is required to perform the unpleasant job of highlighting the weaknesses in financial management systems, so that executive actions to correct them emerge. This important role cannot be performed by persons who owe their allegiance to the government in power, as a critical role is to be performed by the CAG.

Leadership by the CAG should lead to effective contributions by the vast organisation under their control. Unless the CAG asserts autonomy and independence, they cannot make a dent in improving the effectiveness of audit and accounts professionals, under their command and control.
