Malaysia has just launched its second five-year plan, targeting for a growth rate of 7 per cent per year. Considering that this is a high rate of growth, one would have thought that much intricate planning had gone into the plan to realise it. The plan, however, is little more than a prediction or a forecast based on an optimistic reading of past trends.
