Scrutinising Reasonable Accommodation under the RPwD Act, 2016

The Rights of Persons with Disabilities Act, 2016 defines “reasonable accommodation” for disability inclusion, but its ambiguity regarding 21 impairments raises concerns. Inclusive education, as shown in two case studies, underscores the importance of precise definitions to support students with specific conditions such as thalassaemia patients and acid attack victims.

Sharing in Cities, and Stacked Streets

How should we distribute land areas between amenities— schools, hospitals, parks—and private plots for homes and jobs? What is the ideal proportion for each? We need to do this for two different situations, greenfield sites and brownfield sites. In greenfield sites, where we start with vacant land, we have considerable freedom to choose our proportions, and the ideal we have selected will be a very useful guide for new area planning. Even for brownfield sites, a notion of what would be ideal proportions for land distribution between amenities and buildable plots would be a useful guide. The article attempts to extract guiding principles and concludes with a detailed study of the redevelopment of BDD Chawls at Worli, Mumbai.

National Education Policy 2020

Even as the National Education Policy, 2020 talks of accessibility, there are too many visions in the document that would not allow that. It seeks to build skills for traditional vocations and for the global market. This is structured with a vision that deepens the inequalities of caste, class and gender by focusing on two types of citizens. With no vision to sustain the environment, tribal education is also weakened. Accessibility is deeply associated with nature of knowledge. With the pre­dominance of skills, the heavy base on Hindutva, and a lightness of curriculum that is yet to be defined, the NEP cannot enhance the right of citizens to know, to critically reflect and to shape the world.

 

Mobile Phones for Maternal Health in Rural Bihar

Health programmes that are using mobile phones to improve maternal health in rural India are examined. Presented by its promoters as a universal, accessible and “smart” empowering technology, how mobile devices transform gender inequalities on the ground is analysed. By using empirical data collected on a global mHealth programme deployed in Bihar, how mHealth devices negate the multifactorial dimension of gender and health inequalities is explained, and also how these devices can reinforce inequalities on the ground is examined.
